Abstract：MICE(meetings, incentives, conventions, exhibitions) has become increasingly important in the development of region and city economy and many countries and cities in the world are paying close attention to it. MICE includes meetings, incentives, conventions, and exhibitions. MIEC is characterized with many advantages such as sweeping organized tours, costly expenditure, and long-playing stay for tourist, strong industry relevancy but rich and generous gain etc. MICE has an important effect on the development of region and city economy. It can accelerate the development of region and city economy, shape and reflect the image of region and city, diffuse the technology and information of region and city, increase employment and promote the development of relevant industries etc. So MICE is also regarded as the roll booster of the regional development, urban economic development, city image-builder, the spread machine of the technology and information, and the receiver of taking up occupations for region and city practitioners. But some conditions must be possessed such as convenient transportation, advantageous position, developed economy, perfect MICE infrastructure, the planning and leading of government. When the development of MIEC has been decided, some countermeasures must be taken:Firstly, superiorities, opportunities, threats and weakness should be analyzed; secondly, the government should support and guide rightly, third, not only some MICE infrastructure should be attached importance, but some soft conditions such as environment, citizen visualization must be paid attention to. Accelerating the cultivation of MICE persons, cultivating MICE nameplates, increasing the intension of propaganda and sales promotion of MICE tourism product and setting up MICE industry management organizations all can promote the rapid development of MICE. In the future, MICE enterprises should develop towards internationalization, specialization, standardization and characterization. What is more, the organizations holding MICE also should head towards specialization and collectivization.
